paxil vs celexa,,,,,enough miligrams?

my wifes doc just switched her from 60 mgs of celexa that were barely working to 20 mgs of paxil,,,with the understanding that if the 20 mgs werent enough to go on 40 mg of paxil,,,,is paxil strong enough at that dosage?

o Adults—At first, 20 milligrams (mg) once a day, usually taken in the morning. Your doctor may increase your dose if needed. However, the dose usually is not more than 50 mg a day.
