From what I understand, Medicare is the one who will decide. They try and make it sound like if you're not abusing meds and your dr isn't abusing his rx privileges and hasn't in the past, and hasn't been sued, etc that there is nothing to worry about
. But, that is also what we're told by "experts" about
pain meds. If you're not abusing them and there is medical proof they are needed, you will be treated. And as we all know, that is not true.
I don't even think CMS knows how they're gonna do it. Which to me means more trial by errors.
