I went through ten years of what you are talking about
and it is shear hell. I don't know if this will help but in NM they allowed me to get a State issued ID Card that worked in all situations except driving. All I needed was my old Driver's License which, as I recall, you still have. A year later I was able to get a DL with no problem. Have you contacted the DMV in Kentucky about
this problem, maybe they can expedite this. You might even have to resort to the Feds but going without a DL is expensive, I had to pay a couple of minor traffic fines and the ticket for driving without a valid DL was over $300. Good Luck . . . Q
