Transit time varies from person to person. Obviously, there is a "normal" range which people fall around and slow is based on that. It really is whatever is normal for you. If your mom has always had slow transit (bm every other day or longer), then this is her norm. It just means the prep needs more time to work. In that case, they do a two day prep- two days of liquid diet then prep. It helps to ensure everything is out in time for the test to be successful. The "bad news" was probably that she was going to have to do it all over again, which isn't the best news to hear.
My dad just went through this- the prep didn't work, so he did two day and it was ok. Luckily he finally did have a scope (his first at 60yo) because they found a pre-cancerous polyp. Hopefully this will make him continue to take care of himself!
