It means that an employer would have a very hard time arguing that crohns, IBS, or UC is not a disability. Here are some key points but the first link above explains it best:

- an impairment that is episodic or in remission is a disability if it would substantially limit a major life activity when active.
- The Act also clarifies that “major life activities” include major bodily functions including, but not limited to, functions of the immune system, normal cell growth, digestion, bowel and bladder functions

Does this mean that we would get preference in hiring for government positions?

I think it is great news for us. It protects us more... I am in HR and I was forwarded the info so I could learn the new laws and make sure I follow them. I was so excited when I saw it made use more protected than before... Yeah for us... Rider Fan I don't think we would get preference but maybe it would protect them from not hiring you for a disability such as Crohn's or they would have to accomodate you such as bathroom access etc...
