If your systolic (top number) drops below 90, that's usually when it is considered "low," or when the diastolic number drops below 60. If you took your blood pressure at varying points throughout the day it could change by a good 20 points! So I wouldn't worry too much about that.
A resting pulse of more than 90 isn't the best sign and you should be checked for an overactive thyroid (simple blood tests - TSH, free T4 and T3). That's a common cause of a high resting pulse rate.
