Hi and welcome to the Diabetes Forum. I don't know. Certainly diabetes itself can affect vision, especially if the person has had uncontrolled high blood sugar for awhile. Glaucoma, cataracts and retinopathy can all be caused by diabetes. This is why a diabetes patient also needs to see an eye doctor regularly, not just for glasses, for tests that check for these conditions.
If your family member is having blurred vision, tell them to check their blood sugar at that time. It's important to have well-controlled blood sugar to avoid any complication. Even if their blood sugar is normal at the time of the blurred vision, please explain about the effects on eyes and encourage them to see an ophthalmologist as soon as possible.
