Lil Bit,
I think I can speak from experience on this very topic, although I was diagnosed with epilepsy but the same rules apply so I'm just throwing my comment out there, take what you want from it. (I guess a lot of what I've said below depends on the frequency of the seizures)
YOU HAVE A SEIZURE CONDITION
This is a topic that REALY BOTHERS ME.
Most people are of the opinion that "that will never happen to me." (traffic mishap) Well it seems to be happening more often than ever. It seems that the Ministry of transport is getting too leniant.
IMO You could go several years seizure free, then all of a sudden something could trigger another one without any warning. It's the same situation as people with diebetes or heart probs. This happens all too often out of greed and the need to drive. Sometimes the seizure activity will not show up in any EEG,CAT scan, MRI etc and you'll think you're fine. In many cases a seizure my not show up for years. In My Opinion, it would be very selfish and you'd be taking a huge chance.
This is like having your freedom stripped.
Why take the risk.
Even though they are "Non Epileptic Seizures" In order to get your licence back, You Doctor has to send a letter to the Ministry of Transport stating that you have NES but you have gone more than 2 years (I think that's the max time required by the MOT) seizure free ( or are controlled with medication) otherwise, You won't be able to get auto insurance.
