Welcome, Carrie. There definitely should be help available somewhere. I went to a teaching hospital's clinics for years (free) when I had no insurance. However, your brother needs to want the help; otherwise, it is all for naught. The very worst thing he can do, for both his lupus and the hep C, is to drink alcohol. If he is not willing to stop, then no doctor willl want to work with him. I know that lupus can be managed with medication. There is also treatment for hep C. If your brother does not stop drinking and seek treatment, he will have bad flareups of his lupus (an autoimmune disease) and his hep C will advance to End Stage Liver Disease, cirrhosis, possible liver cancer, and certain death. Read the stages of liver disease, which is a thread in this forum, to get an idea of what lies ahead.
My heart goes out to you. You might find Al-Anon groups helpful to you, in dealing with your brother's drinking problem.
Hugs,
Connie
