Fairydust, I believe you are overseas, is that correct? In the US, a person can be committed to treatment by a family member with 2 doctor statements, per the Meyer's Act (or Marchman Act in FL.)
In reality, nobody can really be helped if they don't want to be. A serious suicide attempt is done by a person who has absolutely no hope and cannot see things getting any better in the future. And things won't get better and she won't have any hope until she detoxes and stays sober. This cannot be done alone--she needs a program (preferably a 12-step one.)
The doctors in the hospital should at least request a psych consult.
