I am sorry to read that the HE is getting worse. It's a good thing that you organize and research for your relocating plan now - it's never too early to get all the wheels in motion.
I can not offer any information specifically for NOLA but here's some general info and things that we looked for when we relocated pre-transplant.
In regards to relocating, I would recommend reaching out to the transplant team's social worker. They are usually the ones who can provide you with local hotel or on campus housing (if available) information as well as provide you with places that may participate in the "transplant rate" - a discounted hotel rate for families & patients who need to temporarily relocated for medical reasons.
I would recommend finding a place that is close to the hospital campus or one that is right on campus (if available) - it helps your caregivers when you do get transplanted, to be close to the hospital to go back and forth, it definitely helps being close so that when you get discharged, you are not far incase any issues should arise and most of all, it helps being close, when you need to go (post transplant) for the frequent blood tests and monitoring that is done the first few weeks.
I also suggest find a place that has a kitchenette, there's only so much one can dine out. It's very comforting for your caregivers to be able to prepare your meals (as close to home cooked as possible). Plus, post transplant you want to avoid certain foods, therefore foods that can be freshly prepared by your caregiver(s) is important.
Also, see what amenities are offered from the hotel or on campus housing - do they offer a shuttle service to the local store/supermarket, do they offer shuttle service to the local mall or local sight seeing tours- someplace to go and occupy your days (if your feeling well enough) while your waiting for "the call". Just getting outside each day while waiting for "the call" is good mentally, too. As we all know - waiting for that phone to ring is extremely difficult.
