Even the CDC
does not require a person to test positive to
any blood test before receiving a diagnosis!! It is supposed to be a clinical diagnosis - a diagnosis that is based on signs & symptoms.
This is from the CDC's web page on Lyme Disease;
" Lyme disease is diagnosed based on symptoms, physical findings (e.g., rash), and the possibility of exposure to infected ticks; laboratory testing is helpful in the later stages of disease."

I am
not a medical professional, but it sounds that most likely your daughter has either been re-infected or had a relapse.
Once the infection leaves the blood stream & goes into the tissues (at which point it is considered to be a 'chronic infection'), there is nothing for the body to build antibodies against.
My day has been a bit rough on me, so I'm not sure if I'm making much sense.
