When you say "phone calls", do you mean to regular (landline/cell) phones, or to people using computers and Internet connecitons as well? Skype, which is a free download, can call to other people using Skype (called Skype to Skype) for free. If you call to a landline, cellphone number or similar, you have to pay for it, but the price is much lower than for any type of cellphone or landline. That service is called "SkypeOut", since you're going out onto the phone network.
Also, the tricky part is that some people run Skype on their cellphone, using their data connection from their cellphone provider or WiFi. You can all to those people or vice versa without your paying. But they have to have Skype running and be logged on to Skype when you call.
Does that make sense to you?
