Actually, band 18 is a flagellen (tail) fragment - same as band 41 -, so it can cross react with other spirochetal infections such as relapsing fever, Yaws and pintas and a couple more.
However, band 31 is specific to Lyme, as well as band 33 and band 39. As others have said, an IND means that there was a response by the immune system, so it should be considered a positive. Otherwise, how did the bacteria get into your blood stream if you don't have Lyme????? Goofy doctors.
And Girlie is correct - an IgM only means an active infection. IgG means that the infection has gone into it's chronic stage, which can happen as soon as 2 months or less for some people. A Lyme Literate doctor should diagnose Lyme with either response. If someone sees a doc that denies this, find a real LL doc and spread the word that the one that denies this truth isn't Lyme Literate! This will force that doc to get the training they need in order to actually learn how to treat these infections and not just create more long term chronic infections!
