Even though you have a chiro and PT looking at this, there are so many techniques that they probably aren't aware of Active Release. And anything similar is just not the same. Many will try to do some form of this,but like many things, there is no substitute for the original.
The inside of the elbow has many muscles intersecting there,, its ground zero for inflation. The "meaty" part, top side of inside of the elbow where the forearm muscle stops is probably hard to the touch when pushed into with the other thumb. When that happens these overlapping muscles get stuck on each other called adhesions, and like glue, they wont move. Lyme can turn usual movements into repetitive motion injury, another name for what you possibly have going on. ART peels these layers apart so they move correctly, regaining motion.
