The topical steroids aren't as bad for your body as oral steroids. My LLMD didn't tell me to stop using my prescription steroid shampoo.
I guess my only words of wisdom are yes it's Lyme related. Hopefully when you get better, it will too!

I've been having eczema since for ever... The only thing I can advice you (you will not like it, sorry) is to avoid all perfumes and scented beauty products. Go natural and organic (I love Weleda), no parabens, no metals, no perfumes, etc...
For washing: products without parabens, no perfumes, no soap. Don't use hot water, just warm.
For moisturizing: pure unrefined sheabutter, argan oil, coconut oil. If I want something light, you can use something like Weleda body lotion. I use eye contour balm. It's rather expensive, but I really need it when the eczema is around my eyes.
For make-up: natural, mineral products, unscented. I don't use foundation, it dries out my skin.
Deodorants without metals, parabens or perfumes.
If you could avoid steroid creams I would advice you to... Lyme Disease is known for damaging collagen and elastic fibers. It loves collagen... Using a lot of steroid creams will thinen your skin, and LD will probably do the same thing...
I hope you don't mind my post... I can imagine this is a rather difficult with your study in the makeup industry...

Haha that's ok, I kind of expected it! I just wish there was another way around as beauty is my passion and I don't want it taken away from me (because Lyme has already taken everything else). I don't use soap or perfume, and I've always been using the same makeup as 3 years ago when I had no eczema, so it's not a change of products. The stuff that I do use is scent free, and specifically made for eczema but it still doesn't help.
I might have to try out the Weleda, it sounds amazing!
I just have a gut feeling it's something to do with my Lyme..I changed medications a few times as well and new weird symptoms are just popping up but existing ones are also getting better. I read that eczema is the body's immune response - when the immune system is too high.. Which is weird to me because Lyme lowers the immune system. I don't know :(
I will try to avoid if I can but it's so hard! I've been using them for a long time (sparingly of course).
