Neutrophils can go down for several reasons, this includes:
1. Copper deficiency
2. long term fungal infections (candida?)
3. general nutritional deficiencies in other minerals like magnesium, zinc, or vitamins and weakened hematopoiesis (how does your total and other WBC look like including your RBCs)?
4. Microwave radiation
5. Neutrophils are sensitive and they don't last long at all when they are formed compared to other cells, they are meant to seek and destroy upon contact. Drugs and/or herbs may be reducing your total neutrophils.
6. Autoimmune reaction where your body releases antibodies against your neutrophils
7. Addison's disease, adrenal issues.
8. and sometimes this is genetic, some people just have lower than average neutrophil count which you seem to have.
I would for sure consider nutritional deficiencies and if you can do an RBC mineral test for(Magnesium, copper, zinc, and others if possible).
