I have sharp stinging pain around my upper lip, only when I touch, but the pain isn't in the same area all the time.

That could actually be a symptom of Neuro Lyme or Bart in my opinion. Do you have other symptoms suggesting a Bartonella infection? If you are not sure, you can find symptom lists in the "New to Lyme?" thread.
