First of all, I'm so very, very sorry for your situation! Many of us have been abandoned by the medical community, so hang in there!
First of all - and you may already know this - the first doctor didn't treat her long enough, even if they did use the right dosage of Doxy. The recommendation for a recent tick bite and suspected Lyme is 6 - 8 weeks, not 30 days. And if she had Bartonella, which she may considering you say there is some mental symptoms as well.
When she got sick shortly after starting the Doxy, that was like what is known as a herx (Jarrisch - Herxheimer reaction), a worsening of symptoms due to die off of the bacteria and the toxins that they leave behind. We almost all go through that - it can be pretty rough, but we have to get past it with a lot of detoxing to help with the toxins that are left when the bacteria die off.
She could, and likely does have co-infections as well - and could have viruses as well. I would think Bartonella is involved due to the mental aspect, but it could be more. You will need a good LLMD (Lyme Literate Medical Doctor) that is very capable of diagnosing without someone testing positive on some test - as they are all quite faulty.
