Yes!! That only means he has "hit the target". I have had some very painful electrical shocks happen at times in those same areas, and it only meant that that day was NOT the day to use those points. It can be from a number of reasons. If she ever experiences one, encourage her to stick with it. It's a bit disturbing until you realize that not all nerves are even placed in the exact same place in each body! Once the practitioner learns the person though, it can be amazing.
It's likely that you will see the practitioner 'adjust' the needle depth as well, trying to find the right depth. Each practitioner has their own methods of how to do this with as little discomfort as possible - and it always felt a bit strange to me, but too deep won't help and not deep enough will do very little as well.
Another thing to remember is that for the more minor issues, acupuncture is fairly superficial, but for these deep seated issues like we have, a more aggressive approach must be taken, while still balancing the comfort of the patient.
Honestly, everything you have told me so far, only brings me more comfort in knowing that you are seeing someone who seems to be pretty knowledgeable and efficient with this form of medicine. He could easily hurt someone if he didn't know exactly what he is doing, so the fact that your friend has been there 6 times and hasn't been hurt yet - even as frail (in every way) as she is speaks volumes to me that you likely have a very good practitioner!!
