How do I get rid of ticks???

I am at my breaking point with the ticks on our farm. Last year one of my horses was diagnosed with Lyme, this summer I was diagnosed with Chronic Lyme, Babesia, Bartonella and Rocky Mountain Spotted Fever, which I am still struggling with and then to top it all off the horse that had Lyme last year had a fever spike yesterday and is now being treated for Ehrlichia and is being retested for Lyme. I have pulled 3 ticks off of her in the last week and I found two dead ticks on my cat's bed last week.
We keep all the grass and pasture mowed, the horses are fed garlic and sprayed with Permethrin daily(tried essential oil sprays but they don't work), cats get Frontline

I feel that I am fighting a losing battle. Does anybody have any suggestions of how to get the tick population under control?

I have found that I have to use Bug-B-Gon granules by Ortho in order to keep the bugs under control well enough for the other products to work once the summer heat sets in at least. If I want the best protection, I use Bug-B-Gon granules twice during the year and the other products as well.

I live in Northern Arkansas, up in the Ozark hills, so we are surrounded by forest - have to literally beat it back every year - with heavy undergrowth and lots of leaf litter. I have a Jack Russell and a Rat Terrier that just love to dig, so I have to be very highly proactive with them - or they bring it all in to me!!
