Yes. It happens all the time. The only treatments out there for an MS flare is very high dose steroids. (solumedrol; 1,000 mg via IV)
The steroids only help the symptoms. Steroids don't actually treat the flare. My neuro was very clear that steroids only help the flare to cool. By the time you experience the symptoms of a flare, the damage has been done. It might take some time to see how bad the damage will be, but steroids don't lessen the severity of disability/damage.
Remember that remission is really only a part of RRMS. If you are talking about SPMS or PPMS then there may not be a remission and only a steady worsening of symptoms.
