Liza, do you mean the skin on the outside edges of your wafer is itchy? Or, the skin closer to the stoma?
If you are talking about the skin around the outer part of the wafer being itchy, i know exactly what you mean--happens to me frequently, especially if I wear pants that the wasteband pushes down hard on part of the wafer.
My itch never turned into a rash, it just was annoying. :) I now use a skin-prep wipe (which does cut down on my wafer's wear-time...I get about 3 days out of each wafer instead of 5 like I used to), but my skin hardly ever itches anymore. I also used to get small pink bumps on occasion, but again that has gone away by using the skin prep wipes. The wipes leave a clear, thin film on your skin that protests it from the paste and wafer on top.
Hope you find a solution that works for you! That itch can drive you nuts because there really is no way to actually scratch it well!!
