I think that the pouch liners are designed for use with closed-ended pouches and a two-piece system for those with colostomies.
The pouch liner lines a pouch/bag like a plastic sandwich bag. The liner is removed and tossed away when full.
I tried a pouch liner and found that my more liquid ileostomy output was easier to simply drain and rinse from the pouch. Removing the closing the pouch liner was like closing a sandwich bag filled with thickened water. It was more of a hassle than simply draining the pouch.
You can always give a pouch liner a try and see how it works for you. There is no harm in giving a pouch liner a try.
You do need to use a two-piece ostomy system to use a pouch/bag liner. Either a tupperware/snap system or adhesive coupling system. You need to be able to remove the pouch from the wafer to remove and replace the liners.

An issue I would see using a liner is removing the bag off the two piece system, there is always a chance your stoma decides to spit out some goodies while you have the bag off then you have a little clean up to deal with. I also know when I remove my bag to shower, the ring of the bag is usually a little messy that I need to wipe clean before snapping back on to my wafer
