What your mother has based on what you write is termed Vascular Parkinsonism, which while may have some of the same symptoms as idiopathic PD, has a different source, is not always progressive unless the patient has more mini strokes or TIAs. Mostly have lower body symptoms, and yes, it does not always improve with PD meds. You can try Sinemet and see if she gets any relief without side effects. Best is to control her Blood pressure so she does not have more strokes. IF you google Vascular Parkinsonism, you can get more info. Most important is to get a second opinion from a MOvement Disorder Specialist to make sure that is indeed what is causing her symptoms. I am assuming she has had a CT scan or MRI of the brain.
