(Just been getting my garden hose ready after the winter frosts and am always interesed how easy it is to stop the flow by bending the hose , while on the otherhand if I turn the tap/fawcett it often still results in a dribble from the end)

Course if the hose leaks all year long - that would indicate an issue with the tap/facet and not the hose. Cutting the hose off would allow you to let it drip directly into a pan/pad
