It's illegal to pee in the street in the Netherlands, but not out of town. I have twice peed at the roadside on a motorway whle stuck in a jam and you will often see loads of people doing the same.
On Friday and Saturday nights the city council out out temporary urinals in many parts of the city to stop people peeing against buildings. And in some places there are now those free urinals hidden in the ground that come out at night, see:

I have never had trouble finding a WC in Paris - but, then again, maybe I spend all my time in cafes restaurants museums etc. when I'm there, so I have them close at hand. But I had never realsied that the metal boxes were free these days, though I hate using them as they are so wet.
