Uh, not
scar tissue at the tip of your penis. Unless you also had addadicktomy surgery. Scar tissue occurs at the site of incision (nowhere near the tip, in fact not that close to the penis), to form an adhesion which connects the two internal parts as part of natural healing.
You can, however,
feel sensations at the very sensitive tip from other things going on. Urethral strictures are probably what you had; they are not an uncommon side effect from RP caused by scar tissue up in the urethra where it was sewn back together...several inches (your mileage may vary) up your penis away from the tip.
