Finally got paid 100% of fee basis claim

I wanted to update this old string because I think this is an important issue for newly SC vets. As described above, I filed a claim for the expenses I paid for non-VA treatment received for my SC conditions during the period between the date of the original claim and notice of award. Today, 18 months and much correspondence later, I received written notice that the claim is paid in full and the check is in the mail. The main problem I encountered was lack of understanding in the VA medical center fee basis office of what the rules are for this particular type of fee basis claim. Apparently, the overwhelming majority of the claims they deal with are for treatment in non-VA facilities for SC vets already enrolled. If you find yourself as a newly SC vet in the position of them saying, "This is not a fee basis claim", keep referring them to their rules. I was lucky to have good insurance and good records on my non-VA treatment prior to award. Follow the Fact Sheet to the letter. Don't take no for an answer. Work around the roadblocks by putting everything in writing and insisting on a written response. Go to the patient advocate and the MC director in writing if you have to. Follow the advice on this topic in this string and elsewhere on the site.
Bottom line is that you can and should file a claim for the cost of treatment you paid for your service connected conditions prior to award and enrollment. The system works--just not quickly!!
