I don't know anyone who has had surgery with him. But as a general matter, the quality of care at NIH tends to be quite high.
What I don't know is whether anyone who wants to have surgery with Dr. Pinto can do so, or whether you have to be part of a clinical trial or some such. I would have thought the latter, based on how NIH usually operates (no pun intended). But I am guessing from your question that you may already have looked into that.
