You could add physical therapy for pelvic floor strengthening. But mainly I think you need to add patience. I was also using 3-4 pads a day at 3 weeks post-RP, and by 3 months I was nearly continent, going without pads most of the time. No guarantee you’ll make the same progress, but certainly there’s reason to be hopeful. Your kegels and walking routine sound great. Stick with it.
