It all depends on a piece of information you do not have: knowing just how close to 0.04 you have been.
If your actual PSA values before the last test were fairly steady at, lets say, 0.039 or a bit lower, your reports would come back <0.040 and a single 0.04 result could simply be an insignificant PSA hiccup on the day of your last test--or even variability in the test method itself. On the other hand, 0.040 could be a more significant increase if your PSA started out at a lower value, lets say, 0.001 or 0.010 and has over time increased to the point where it is now at 0.04.
There is no way to reconstruct your past values. Your PSA may very well drop back below 0.04 at your next test or because your PSA is essentially stable; or it may rise going forward.
Keep in mind that at these low levels, even a rising PSA can plateau at some low value.
