You can be allergic to whey and/or casein (which is common for people who have celiac disease because the proteins resemble gluten proteins so your body reacts as such), and not be lactose intolerant at the same time. The milk butyrophilin are the proteins found in milk fat, and since people with Celiacs have issues digesting fats this could be why they found it in your panel as elevated.
