It's worth trying local clinics, but even they would probably be reluctant to accept meds from "some guy or gal off the Internet". Even if it's sealed up in the manufacturers original packaging, the liability would probably be more than most would be willing to accept.
Best thing to do with meds one cannot use is to check with their local police department. Many, at least here in Washington state, will accept meds free of charge to destroy. Flushing them down the toilet dumps them into the water supply--whether one has sewer or septic. PDs have to destroy seized narcotics, explosives, etc. so they have the skills to handle prescription or non prescription meds.
