The only way to tell if it's UC is by a colonoscopy, there's no way we can diagnose you by symptoms alone because many things overlap. Blood in stool can be from so many things, same with diarrhea and everything else.
The only person who can help you is a doctor at the moment as we are not able to write prescript
ions here and there's nothing over the counter that could possibly get rid of bloody stool for you.
If you want real, actual help, you will have to see a doctor one way or another. I'm uninsured with UC and it's hard, so I feel you. If you're really in bad shape I would give the gastro doc you went to a call (not an appointment, just call him/her/their nurse), and ask if they can prescribe prednisone for you. It's serious medication that will get rid of your flare, at least temporarily, within days, and it can have some nasty short term side effects, but it will (*PROBABLY*) get rid of your issue for now, and it only costs $8 for a month's supply without insurance.
I feel that's your best shot until you can get further with those free/pay scale clinics.
edit: I want to stress that prednisone will help if it is infact UC, but if it's internal bleeding due to a ruptured organ or something it won't do any good. I guess it's up to your doctor to decide from the symptoms you described to him but if you're desperate, other than the side effects (of which you can read online) you don't have much to lose
