Here's a hypothetical,
What if we and numerous others were able to donate money to a fund. At any point, those who donated money could choose to be reimbursed (unless of course the cure is developed), and withrdraw their donation. If someone were to devleop a cure for ulcerative colitis, that individual/group of individuals would be rewarded with the money.
So yes, this is all just a monetary incentive to developing a cure. IBDers around the world could raise quite a lot of money for this, and you're wrong if you think this wouldn't motivate scientists.
This is not to suggest that there isn't research being done to cure IBD. But as in any area, a whole lot more could be done with proper funding/motivation/interest etc.
