Some GP do colonoscopies. My GP in Kansas in 2010 was doing scopes down the hall from the room where I got scoped by the GI he recommended. He told me he made the recommendation because I was a complex case because of prior colon surgery.
Any doc can prescribe meds. Most would likely want a consult with a GI before using a pathology report to diagnose UC, and some insurance will not cover some meds without diagnosis.
Your doc can also prescribe things to manage symptoms and/or sleep meds.
You might also switch to a GP who is an internist. They more typically do procedures.
