Yes, the Salofalk is the same as Rowasa. Available in Canada, UK and I think maybe Australia.
It's also the same as Pentasa, but Pentasa enemas have 100ml liquid compared to 60ml of Rowasa and Salofalk.
Rowasa and Salofalk have a 2g and 4g dosage.
You're on a moderate dosage of oral, and no...it won't control a rectal flare. Diet won't determine your flare either...but it can help with symptoms that would be food related (difficult to separate the two when flaring).
The constipation can help determine where the limitation of your flare is...which is rectal. Since you're bleeding, the tissue is in a more advanced state of inflammation.
You could also consider to use the enemas and supplement with suppositories during the day....there are a few options.
Fibre supplements can help bulk and soften the stool helping for somewhat easier passage...but food changes can help as well such as adding more foods that will loosen/soften. I tended to take higher vitamin C which helped quickly...better looser than harder stool, ugh.
It's good you're seeing improvement with the enemas.
