When do you call the doctor?

I'd contact your doctor and let him/her know you saw blood and have added back canasa and rowasa back. He/she might want to run some labs (CRP or FCP) to see what's going on, and measure your inflammation.

Whatever it is, it sounds like you caught it early and a few weeks of upping your doses and then tapering could be enough to beat a minor blip like that.

How long have you been on Delzicol now?

I wouldn't call the doctor until after you've been on your rectal reginen for a week or more and don't have any improvement.

I also don't see the point of having other blood tests since you're obviously flaring.

I do, however, suggest you go through tapering to maintenance with the rectal meds.

My doctor asks that I call as soon as I see bleeding. His preference is to check things out right away and adjust meds in person. It can be a pain if I have to wait for an appointment, but the longest I waited was callin Thursday and getting an appointment for the next Tuesday.
