No, you're not crazy. I have dry throat too, not making nearly enough saliva, but also loads of mucus at times coming from the sinuses. The sinus mucus will feel like it's right behind the base of the tongue.
Sinus drainage is normal, but too much can be from having a cold or allergies. I also sometimes get it from my "food triggers." I ate a jelly bean this morning. I know it's got my trigger chemical, but I like them. A whole handful will give me some real symptoms!
You mentioned meds. That's a big possibility for why your throat is dry. I have to drink along with my meals, and for pills especially, I have to drink something slippery like milk.
"Wimpy swallow" is also a possibility. Your doctor can test for that. I have that also, but dryness is my most important problem. My throat gets really tired of trying to swallow sometimes, so I have to just wait until it relaxes. It can be tough to not panic sometimes. Try milk.
