There is a difference between a loose and a partial wrap. In my own case they did a 360 degree "floppy" which is a loose wrap. It worked perfectly for me. During the 360 floppy operation, they insert a spacer called a "bougie" down the esophagus to the area where they will do the wrap. It stays there during the operation and it keeps the LES open while the surgeon is doing the wrap around the outside of the esopagus. That way the wrap cannot be over-tightened because the bougie is there to resist the pressure from the outside. After surgery the Bougie is removed and the Les is allowed to close to its normal position. Food and liquids can still pass through the LES and the wrap assists the LES to open and close properly.
In my own case, one of the few post-surgery discomforts was a raspy, irritated throat due to the bougie. It felt similar to the aftereffects of when they do the endoscope for an upper GI. The discomfort only lasted the first day or so and the little medicated swabs that they give you to moisten your mouth and throat took care of the irritation.

The partial is different in that they only wrap the Fundus partially around the ouside of the esophagus. Thye may also use a bougie on the inside but I am not sure. The partial likewise assists the LES to close properly. I did not have one so I don't know how well they work.
