I have trouble swallowing too, and never experienced heartburn. I'm still in the long process of getting tested (in Canada). I had a mamontry test, but have to wait another month (3 months in total) to get the results. Had a catscan, had an endoscopy. No strictures. I'm starting to think I have LPR which is silent reflux. I don't think it's acid coming up, but maybe pepsin, bile salts, digestive enzymes, and they are irritating my throat. To protect my throat, I think my body is producing extra saliva/phelgm/mucus. I used to get this phlegm after eating a meal, but I think it happens during a meal, and this mucus is slowing things going down (I call it the quicksand effect). It's certainly scary. Your situation may be different. I think with mine, as it came and went it was the saliva as they did not find strictures as well as 5 months of thinking it was cancer, als, ms, etc. Look into LPR - particularly the fast tract diet and the kaufman dropping acid diet. They have both helped with my swallowing.
