Your body relies on a series of buffer systems to keep you well, and your saliva maintains a certain pH to keep your mouth from becoming acidic. To the best of my knowledge a dry mouth would be more prone to burning then one that is producing saliva appropriately.
Someone else may have better information re your questions.

I may have been misunderstanding what is going on in my throat.
It is possible my throat is dry and when I sallow, the saliva is relieving the burning.
