Dust allergies and inhalers

Hi all,
first time ive posted on this thread and im on here for me and my husband.
Its quite complicated, so please bare with me
We moved into our home last year, my husband had a dust allergy before, which we knew about and could handle, but since moving into here he started getting alot of wheezing and trouble breathing, the doctor put him on allergy tablets, which seemed to calm it down a little.
Until the beginning of this year it got much worse, where he couldnt catch his breath, he was taken into hospital where they advised him to get an inhaler and they put him on some short term steroid tablets, which helped alot.
Since then he has been put on a ventolin inhaler (he does not have asthma) and also a steroid inhaler, would just like to add that he is fine if we go out for the day and it seems to start again when we get home.
The trouble is, is now i am suffering from the same thing, not as bad though, but i also need a ventolin inhaler, even though neither of us have asthma, but anything else they have tried doesn't work.
Has anyone experience the same sort of thing or have any suggestions?
We really don't know what to do.

We have the same carpet from our old place. we have a bottom flat, so we don't have an attic, we have electric storage heating.
we don't have any mould and the symptoms dissappear when we are out of the flat.
Our humidity in the flat is around 45% which i understand its what it should be.

we had a housing inspector out, he had a look in every room, said he couldnt see anything visible and said he couldnt help lol. so alot of help that was.
the building was built in the 70's.

Thanks Sherry, we are in the process of trying to be moved, but the council here are being hard work, so we have a solicitor on our case now, hopefully it wont be much longer *fingers crossed*
