I've had Asthma now going on 15 years - for 39 years, I have had this problem with my eyes constantly tearing or watering up. Could there be a relationship between the tearing and the asthma?

Eyes can tear for different reasons...
Dry eyes
or
Allergy
You can ask your eye doctor to give you a simple test for dry eyes to rule it out. If it's not dry eyes maybe he can give you something for the allergy.

Ditto to what Joy said. Allergies and Asthma, most times, go hand in hand.
