cuts on the tip of each nostril

my nose always barely runs and sits at the top/tip of the nostril and so the cuts never can heal... the scabs form and smell funny. but ive had the cuts for about a year now and they haven't gone away once. I've tried saline spray, neosporin, vasaline, and nothing seems to help. someone with the same problem help me!!!!!
