I feel like I'm having a hard time breathing all the time even when I don't feel like I'm having anxiety could it still be anxiety

Yes it could be anxiety, but you should get yourself checked out by a doctor. It never hurts!

Yes, we can be symptomatic even when we don't 'feel' anxious. We are really adaptable, and after a while, the anxiety does not register on a conscious level...but the body and mind know, and the stress is going to manifest itself in symptoms.
Try upping your breathing and relaxation exercises during this time.
