When anxiety/panic happens your heart rate will increase as does your breathing. Breathing too fast causes dizziness which means you are hyperventilating. It's not your heart racing that is causing the dizziness it's your breathing.
If you focus on breathing techniques to help normalize your breathing the dizziness will stop. If you are unable to do this an option that can be helpful is placing a lunch size PAPER bag over your mouth and nose and breath in and out into it.
