I am sorry to hear of your family relationship difficulties. Blended families do have their challenges for all members involved. I have experienced this first hand by both being a step child...and having step parents for one of my own kids.
Hibee's suggestion of talking with your school counselor, or teacher is a good one...
...and of course this after talking with your dad first...in an attempt to tell him all you feel, and how you might work together as a family for harmonious living. Ask that this just be the two of you...so you can speak freely about things.
Try to keep in mind that it may not be easy for your step mom either...
If your dad is leaving much of the domestic and guidance/discipline to her...she may not know just how to handle things.
Really, your dad needs to be involved when it comes to you and what needs to be done in terms of chores/allowance/discipline, ect...
