It is also highly possible that when a new dr sees how many different drs you've been to and not received treatment, that they do believe you're drug seeking. It is also possible that your health plan has you flagged for that. When someone goes to a dr and the dr won't prescribe pain meds and/or the patient won't do the other things the dr recommends so the patient goes to another dr, etc. It is usually viewed as a patient looking for only pain meds and not interested in any other type of pain management.
In order to be treated for chronic pain now days, the patient has to do much more than just take the meds. They have to get injections, go to counseling, biofeedback, acupuncture, whatever the dr recommends. And the patient must accept that they won't be pain free.
I hate to say this, but it is true. If you don't do Everything that the drs recommend for you to do, the state worker in charge of your case will put that you aren't doing everything you need to do to be able to take care of your child and your parental rights will be terminated. You don't know if something will work until you try it. And just because something didn't work before doesn't mean it won't work this time.
